Libraries, as the foundation of intellectual and literary growth, are a step toward shaping the future. They serve as a link to the past while presenting the backdrop for the future from the present. Institutions like libraries are an unprecedented gift of the contemporary democratic era. The foundation of comprehensive development of any institution is the spread through literacy and education. Libraries play a significant role in enriching the social, political, intellectual, and economic levels of any country or region. Libraries and documentation centres are crucial units of any institution. In addition to collecting training materials, research documents, and various subject-related records, they also maintain records of all academic activities of the institution as part of documentation work.

Dr. R.S. Tolia Uttarakhand Academy of Administration, Nainital originally established as OTS at Allahabad in 1951 and was shifted to Nainital in 1971. After creation new state of Uttarakhand, the academy has been designated as Apex training institution of the Uttarakhand state. A total of more than 96000 books are kept in the Academy library. The academy library receives publications free of charge from international organizations such as the World Bank, IMF, ILO, United Nations, as well as from various national institutions. Each year, the academy library is utilized by approximately 3,000 to 4,000 trainees, senior officials, and distinguished readers. The academy library is fully computerized. Library has old Imperial Gazetteers, District Gazetteers Bengal and Burma, Assam Gazetteers (dating as early as 1890-1905) Official manuals of Uttar Pradesh, Settlement Reports of United Province, Census Handbooks (dating as early as 1891) administrative reports. Library has a rich collection of 1400 full text digital content, contains digitized rare books (copyrights free) In the current year, the academy library is committed to providing trainees, faculty members, and discerning readers with not only general library services but also access to digital documents and web-based content. The library is open regularly from 9:00 AM to 5:00 PM for readers to gain knowledge.
